How do you collect child support from a father that leaves the US?
Answers: If the child's father is out of the country for 7 years and has
no SSN, filed No Taxes, Not renewed his DL....I would guess
he has no plan for returning to this country. It may not be
that he's trying to dodge support...any man would want to
at least get a look at their child. I'm guessing this guy is
either dead or in jail, or it's not physically possible for him to
come back.
You may contact the consulate of the country he is from...
but you might as well forget about him and go on with you
and your son's life. I hope you will fall in love again to a
decent man who will care for you AND YOUR SON as his
own.
If the father is in the military it is easy just get the Friend Of The Court to help. If the person is not in the military you may not be able to do anything. You should still go to the FOC and have it put on record that he is the father, and if the man ever come back to the U.S. they will be able to collect anything that is due.
Have they left yet? If not pull their passport asap.
I'm sorry that your child is without the other parent. I too am raising my child by myself - we're better off without the dad in the picture - he was very abusive to both of us.

Hire a P.I. to find his butt. Has he seen his child since he left? If all else fails, keep taking it to court and eventually he will have to jail time. If he don't show for that a warrant will be served and you can have him arrested when he comes to pick up kids. Going through a similar situation myself.
