my advice if you want that certain guy to Notice you...then you have to observe what that guy does and follow his liking and attract him to you. that's how he will notice you.
try dressing the part, if you already do that, perhaps, you can make him notice you by giving him a peek at whats below the neck line.
i don't mean flash him, but if you perhaps show some cleavage, or even wear one of those shirts that when you bend over just right anyone looking gets a peek of nip... the whole thing is you need him to think of you in a sexualy way. (sorry i have to say it but its what i think)
